The issue leads with Ghana, where a catastrophic fire at the Akosombo hydroelectric power plant substation caused widespread loadshedding in Ghana and neighbouring Benin, Burkina Faso, and Togo. Output at the strategic plant has been restored, but the political fallout continues.

Progress at the 365MW project had been notably slow, with Dakar directly intervening last year to accelerate commissioning.
