Attendees of a Town of Troy special electors meeting voted 74-19 for the town to build a new fire substation as the municipality nears its goal of improving fire safety in the area.
With the vote, the town board clears a significant hurdle. While the board voted on measures Sept. 18 to help with expanding fire service in the municipality, electors’ approval was necessary to go forward with the project. Wisconsin towns constructing a building need the electorate to vote in favor of the decision in either an annual meeting or a special meeting, according to state statute.
As for the voting process, the town cannot rely on a voter registration list for eligibility. Electors at town meetings do not have to be registered voters, just qualified to vote, according to the University of Wisconsin Extension. The Town of Troy handed out paper ballots after eligible voters self identified. Though electors could challenge the voter status of another attendee, there were no reports of that happening at the meeting.
The first motion made at the meeting was against the resolution to construct a building, which failed 76-22. A few people left the meeting after the initial vote, and one person abstained from voting each time. With the second motion, the electors passed the resolution to construct the building.
“I think we’re looking forward to success,” Town Administrator David Carlson said after the meeting. “We’ve got our team together. We’ve got our municipal and financial advisor. We’ve got our design team. We’ve got sort of our internal committee or process that moves forward. I think we’re very excited about just getting it going and getting it done.”
Now, the town can move forward in its partnership with Short Elliott Hendrickson Inc. for the design of the project, which was already voted on by the town board in the meeting Sept. 18. That same meeting, the board approved a supplemental letter agreement with SEH for the substation, totaling $154,000. The board also agreed to have Quarles & Brady LLP serve as its bond counsel, and Ehlers & Associates, Inc. serve as its municipal financial advisor for the project and other fiscal planning services.
