The explosion occurred at around 2:02 p.m., triggered by a malfunctioning voltage regulator. This device regulates the voltage after it is reduced from 35,000 volts to 4,000 volts for residential use. Fortunately, power was quickly restored by 2:20 p.m.
Clintonville Utilities Manager Dave Tichinel addressed the Clintonville Common Council on August 13, revealing that the exact cause of the explosion might never be determined. The explosion, though contained, led to immediate and intensive emergency responses. The Wisconsin Department of Natural Resources (DNR) was notified, and the city had to hire a specialized hazmat cleanup team to manage the aftermath, including disposing of gravel and oil.
The incident required substantial cleanup efforts, and while insurance covered most of the cleanup and damaged equipment, the cost of replacing the gravel was not included. The transformer, fortunately, was not damaged, saving an estimated $1 million in potential replacement costs. The working half of the substation continues to handle the load, but repairs for the affected side are projected to cost under $100,000.
